NSX-T Segments create logically abstracted logical Switch which you can connect tenant workloads. A single Segment is mapped to a unique Gateway that is distributed across the ESXi hosts in a transport zone.
A Segment has different named references: “Segment” in the Simplified UI (Policy UI) and logical switch in the Advance UI (Manager UI).
Depending upon the “Transport Zone” (selected while creating a segment), a vLAN or Overlay segment is instantiated.
Follow the steps below to create a Overlay Segments.
1 – Select Networking > Segments > ADD SEGMENT.

3 – Select configure subnets and them configure the gateway.
4 – Click save.
5 – Continue configuring click NO.
6 – And them validate the correct state.
7 – Go to vSphere environment and validate the created segments .
